BBC NEWS | Science/Nature | Last-minute climate deals reached

I haven't written anything in ages, to lazy, stuff seemed to trivial, or just to busy.
But when looking through latest headlines, why should I be surprised that again one of the worlds biggest polluters seems to have gotten away with it.
'And a broader group of countries including the US agreed to non-binding talks on long-term measures.' What exactly does this sentence mean, well to me and probably most other people not a lot. They haven't really agreed to anything let alone cutting their countries emmissions.
